Job scope
Reporting to the Director, Air-Incentive Economics, this role runs the day-to-day administration of the air-connectivity incentive scheme. Working to the rules, rates and thresholds set by the Director, the post-holder processes incentive proposals, prepares and issues agreements, arranges phased payments once performance has been verified, and keeps the scheme's records and audit file in order. The role carries out and administers the scheme; it does not set or decide its economics.
Accountabilities
• Maintain the proposal register, receiving and logging incentive proposals and preparing them in good order for the Director's assessment and the approval gate.
• Prepare and issue incentive agreements once they have been approved by the Director, using the approved templates and terms and arranging legal review where required.
• Administer phased payments, releasing each payment only after the required connectivity and performance milestones have been verified and authorised.
• Keep the scheme's records and audit file complete and up to date, so that every incentivised route can be evidenced for internal and external audit.
• Compile routine tracking data — load factors, arrivals and payments — and pass it to the Director to support value-for-money monitoring and reporting.
• Provide administrative support to governance and assurance reviews, assembling the scheme information the Director needs for board and ministry reporting.
• Handle the scheme's day-to-day correspondence and administrative queries with airlines and internal departments, escalating anything requiring a decision to the Director.
Qualifications, experience and skills
• Holds a bachelor's degree in business, finance, economics, administration or a related discipline, or an equivalent qualification.
• Brings a minimum of 8 years' experience in administration or coordination — for example contract, scheme, grant or programme administration, finance operations or project support — preferably within aviation, government or a regulated environment.
• Has administered contracts, payments or schemes against rules and terms set by others, including checking performance before payment is released.
• Applies strong record-keeping, documentation and audit-readiness discipline, with a high level of accuracy and attention to detail.
• Is proficient in spreadsheets, data handling and reporting tools, and comfortable maintaining registers and trackers.
