Job scope
•The Director contract and Commercial Assurance provides independent assurance over commercial process: that tenders were run to the manual, that scoring drove the award, that contract terms are honoured, and that the whole chain can be evidenced if challenged. The role answers a single question — was it done properly, and can we prove it — and its value depends entirely on its independence from the commercial lines it checks.
Accountabilities
• Assures tender governance, overseeing that tender processes follow the approved manual — pre-qualification, evaluation, scoring integrity and award.
• Audits contract compliance, verifying that concession, lease and incentive contracts are performed as agreed, including guarantee and payment obligations.
• Maintains the exception register, owning the record of departures from standard terms, the justification and the approval trail.
• Tests segregation, confirming in practice that pricing, sourcing, deal-closing and selection remain in separate hands.
• Reports independently, presenting findings without filtering them through the commercial lines under review, and escalating to governance where required.
• Supports external audit, providing the evidence base for internal and external audit and for any procurement challenge.
Qualifications, experience and skills
• Bachelor’s degree in marketing, business, digital or a related discipline, or a professional qualification benchmarked at postgraduate level (RQF / EQF Level 7 or equivalent) — for example CIM Level 7 (Chartered Marketer).
• Brings a minimum of 10 years in internal audit, assurance, procurement governance, compliance or contract management, of which at least 4 years in a role independent of commercial delivery.
• Has directly overseen or audited competitive tender processes, including evaluation and award integrity.
• Has audited performance against commercial contracts — obligations, payments and remedies.
• Can evidence raising or escalating a finding that was commercially unwelcome — a mandatory interview question.
• Must not have held, and must not currently hold, accountability for sourcing, pricing or awarding commercial deals within Oman Airports.
• The role’s value rests on independence from the commercial lines it checks. Drafting and negotiating contracts are owned by Commercial Contracts Management; the drafter cannot be the independent checker. The role holds no part in sourcing, pricing, selecting or awarding, and is not measured on revenue outcomes. Professional certification is mandatory and cannot be waived.
