Job scope
The Director leads the development of Oman Airports' air-cargo logistics ecosystem and the partnerships that underpin it. The role builds an integrated cargo community across the supply chain, delivers the cargo community system (CCS) and the wider cargo-digitisation agenda, and develops the logistics-park proposition jointly with Real Estate. Working closely with government and trade bodies, the Director ensures that cargo throughput, trade facilitation and commercial value grow together.
Accountabilities
• Leads the logistics-ecosystem strategy, connecting forwarders, handlers, customs, operators and partners into an integrated and competitive cargo community that is aligned with Oman Airports' cargo commercial objectives.
• Directs the cargo community system (CCS) and cargo-digitisation programme, encouraging stakeholder adoption, data-sharing and digital cargo processes while coordinating delivery of the funded programme.
• Develops logistics and supply-chain partnerships with freight forwarders, integrators, 3PLs and e-commerce operators in order to grow cargo volumes and value-added services.
• Supports the logistics-park proposition as a shared mandate with Real Estate, shaping the commercial and ecosystem case while Real Estate leads the property development.
• Coordinates with government and regulatory stakeholders, including Customs, MoCIIP, ports and free-zone authorities, to streamline trade facilitation and strengthen Oman's logistics competitiveness.
• Supports terminal-oversight governance and coordinates the commercial interface with cargo terminal operators, such as Transom / SATS, without assuming terminal operations.
• Identifies commercial opportunities and builds business cases for new logistics-ecosystem services, partnerships and revenue streams.
• Ensures that activities comply with internal policies, governance requirements, delegation of authority and applicable regulations, and leads the team's development, performance and succession planning.
Qualifications, experience and skills
• Holds a bachelor's degree in Logistics, Supply Chain Management, Business Administration, Aviation Management, Economics or a related field; a master's degree or a relevant professional qualification is preferred.
• Brings a minimum of 10 years' experience in air cargo, logistics, supply chain, freight, ports / free zone, or logistics-ecosystem / cargo-community-system development, of which several years have been in a senior or partnership-leading capacity.
• Has demonstrated experience in building multi-stakeholder logistics partnerships or an integrated cargo / trade community.
• Offers experience with cargo digitisation, cargo community systems (CCS) or supply-chain technology platforms, which is strongly preferred.
• Possesses strong stakeholder management with government, regulatory and commercial partners, together with commercial, negotiation and team-leadership capability.
